The Worker Education and Resource Center, Inc. (WERC) is a 501(c)3 non-profit organization originally founded in 2002 in partnership with the Service Employees International Union, Local 721 and the Los Angeles County Department of Health Services.
WERC is currently looking to fill the full-time position of Project Lead – Adult Training Programs.
- The working hours are 8:30am to 5:00pm Monday to Friday.
- This is an optional hybrid position with at least two (3) required days working in-office and three (2) days working remote. The hybrid schedule is subject to change based on the needs of the business. We are located in downtown Los Angeles.
- Remote work must be done with a dedicated workspace that provides the same confidentiality as that offered within the office environment.
- Candidates offered employment that choose to work remote on any days offered are required, while working remote, to have the non-public access necessary offices tools at their remote location to perform the essential duties and responsibilities. Examples are high-speed internet connection, printer, scanner adding machine and telephone along with the necessary office supplies.
- Candidates offered employment will also have the option of working in office with zero (0) remote days and all supplies being provided within the office.
- For candidates offered employment, remote work is not allowed to occur more than 50 miles away from the business address without prior written approval.
- Candidates must be able to travel to sites within Los Angeles County to support training programs and a valid current unexpired California drivers license and proof of auto insurance is required for this position.

Job purpose
The Project Lead – Adult Training Programs is responsible for supporting the development, implementation and evaluation of WERC projects and programs.
Duties and responsibilities
Project Development
- Participate in research and planning to develop new innovative proposals and to guide project work plans
- Engage and collaborate with external stakeholders (employer partners, educational agencies, community based organizations) and internal staff (project managers, curriculum developers, instructors and case managers) in the development of projects
- Assist program managers in the development of project plans including developing project goals and objectives, scope and expectations, roles and responsibilities and an evaluation framework
Project Implementation
- Build and maintain relationships with project participants during all phases of the project and when necessary, provide direct service to participants
- Take the lead in maintaining ongoing communication with external stakeholders and agencies
- Develop systems and workflows to ensure that all project information and activity is appropriately collected and completed
- Create and use appropriate tools to monitor project progress
- Adjust project activities as needed, based off lessons learned, to continually refine processes and improve outcomes
Project Evaluation
- Ensure project goals and deliverables are met, within budget and meet high quality standards
- Prepare and present project reports by collecting, analyzing and summarizing information and trends
Qualifications
Education and Experience
- Relevant degree in a related field and/or prior experience planning and managing projects
- Excellent analytical and organizational skills, strong written and verbal communication skills, and proficiency in Microsoft Office Suite

- Persons performing service in this position will exert 10 to 20 pounds of force frequently to lift, carry, push, pull, or otherwise move objects.
- This type of work requires a combination of sitting, walking, and standing for periods of time.
- The noise level of the work environment is usually moderate to high. This is a fast-paced office and/or classroom environment that requires the ability to remain focused with a lot going on around you. The employee’s essential functions are conducted in a climate-controlled office.

Job purpose
Responsible for coordinating and providing comprehensive, trauma-informed supportive services to participants enrolled in WERC’s workforce development programs. Participants will include Transition Aged Youth, justice-involved individuals, homeless or formerly homeless individuals, and others who are under-represented or have barriers to employment.
Duties and responsibilities
- Conducts intake and assessment of potential workforce development program participants.
- Provide trauma-informed case management services to clients; create individual service plans with clients that address their needs and goals; identify and provide needed resources and referrals
- Work to effectively meet client needs and resolve individual barriers through follow-up, advocacy, and collaboration with other community service providers
- Maintain accurate and timely records of activities and services provided to clients in WERC’s database and any additional databases as required.
- Develop and maintain relationships with clients, staff and local service providers, and participate in community meetings pertaining to services benefiting clients.
- Provide regular, timely written reports to supervisors and additional reports as assigned
- Develops a case plan using a case management approach that includes one-on-one meetings, monitoring progress, and case notes.
- Represents WERC at community-based organization meetings.
- Assists with recruitment and oversight of mentors.
- Coordinates community activities such as service projects, volunteer events, and outreach events.
- Works closely with the Project Manager to enhance the overall effectiveness of programs by assisting with job development, professional development, and job placement for program graduates.
- Assists with developing strong employment partnerships for program graduates.
- Other duties as assigned to support the mission of the organization
Qualifications
Education and Experience:
- Experience working with vulnerable populations, including Transition-Aged Youth, justice-involved individuals, homeless or formerly homeless individuals, and others who are under-represented or have barriers to employment.
- Previous case management experience in a workforce development or social services setting is highly preferred.
Additional Qualifications
- Knowledge of community and governmental services and resources.
- Knowledge of basic principles of counseling, health promotion, disease prevention, and preventive health care.
- Knowledge of outreach program development, implementation and evaluation.
- Ability to employ proper interviewing techniques and methods with targeted population.
- Knowledge of social needs, problems, attitudes, and behavioral patterns of targeted population.
- Knowledge of community structures and dynamics as it relates to group facilitation.
- Ability to handle multiple responsibilities at once and meet assigned project deadlines.
- Ability to perform basic data entry through the use of appropriate computer and general office equipment.
- Ability to communicate effectively both verbally and in writing.
